Questions:

Email 1 - the VAB is intended to be neutral. The property appraiser is NOT neutral. Why is the VAB attorney consulting with the attorney to the property appraiser?

email 2- is the County Attorney aware of the potential abuses of law involved in a) the conflict of interest between the VAB attorney and the attorney to the property appraiser; b) the VAB adopting rules beyond the scope of its authority, and c) potential interference in Supreme Court and state regulation of the fiduciary professions (law, real estate, and accounting)?

email 3 - there are no requirements in state law that agents provide "authorizations". A signature on a petition is a sworn statement, which attests to the veracity of the information provided. And, Attorney General's opinion 2002-58 suggests a VAB has no authority to require criteria. In addition, see the transcript (beginning on page 6), it is the opinion of a highly experienced attorney that the VAB does not have the authority to amend the petitions of the state, which do not require "authorizations".
